The disposal of a portion of land Erf 10 000 for development of free-standing residential houses at Impendle Town.
Background and discussion
Land is a primary source of income for the Municipality through property rates, service charges (for collection of waste, provision of water and sanitation services etc.) and fines. While on the other hand, decent and affordable place to live helps families by freeing them from physical and mental hardships associated with not having a decent place to live and places them on a path of new opportunities and increased confidence and self-reliance. The National Development Plan (NDP) expresses the need for systematic response to South Africa’s entrenched spatial patterns that exacerbate social inequality and economic inefficiency.
To give effect to this, the Municipality seeks to dispose a portion of Erf 10 000 for development of free-standing residential houses. All suitable and credible investors or individuals are hereby invited to submit their proposals to the municipality for consideration.
Property Information
The land in question is approximately twenty (20ha) hectares in extent however subject to surveying. It is located along P130 Road, in the Impendle Town. This portion is currently zoned for residential, and it requires engineering services- as it is a virgin land, with no roads, water, electricity supply etc. there is an existing layout, however, investors are allowed to propose an innovative layout that will be in line with the needs and the plan that the municipality have for the proposed piece of land.
20ha may accommodate up to 160 units of about 1000㎡ each, depending on the layout. According to the Municipal Valuation, properties of 1000㎡ may range from R75 000 to R95 000 in value.

A detailed proposal expressing an interest to develop free standing residential houses in Impendle Town. The proposal must consist of but not limited to the items listed in item 3 above. Interested investor would be given an opportunity to present/submit their proposal in a PowerPoint presentation which summarizes the proposal.
Evaluation Process
In order to have a transparent selection process that will allow equal opportunity for all, Impendle Local Municipality will adhere to its Supply Chain Management and Land Disposal policies. Proposals will be evaluated in terms of the following criteria:
